The Ministry of Public Works and Communications (“MOPC”) has published the International Public Tender for the Design and Construction of the Sanitary Sewer System for Wastewater Treatment in Mariano Roque Alonso. The project includes the installation of a sanitary sewer system, the construction of a Wastewater Treatment Plant (WWTP), and the improvement of the potable water system. National and foreign companies, either individually or in consortium, registered in the State Supplier Registry1, may participate in these procedures. Below is a summary of the tender:
i) Lot No. 1 (WWTP Group, Outfall, Networks, Pumping Station, Design, Construction, Operation, and Maintenance): Gs. 459,241,800,000 (approx. USD 57 million).
ii) Lot No. 2 (Sewer Networks Group SC1, SC2, and SC3; Pumping Stations 1, 2, 3. Design, Construction, Operation, and Maintenance): Gs. 99,571,800,000 (approx. USD 12 million).
iii) Lot No. 3 (Sewer Networks Group SC5, SC6, SC7; Pumping Stations 5, 6, 7. Design, Construction, Operation, and Maintenance): Gs. 159,012,000,000 (approx. USD 19 million).
iv) Lot No. 4 (Sewer Networks Group SC8, SC9, SC10; Pumping Stations 8, 9, 10; Luque Impulsion, Design, Construction, Operation, and Maintenance): Gs. 425,546,400,000 (approx. USD 53 million).
• Modality: Conventional Public Work, financed by Law No. 7021/22, “On Supply and Public Procurement”. The contractor will be responsible for the executive design (6 months), construction (18-30 months), operation, and maintenance (12 months
• Selection Method: The awarded offer will be the one that meets all the evaluation requirements established in the PBC and has presented the lowest price.
The project will be financed by the Development Bank of Latin America and the Caribbean (CAF) and is part of the Sanitation Works Program of the Metropolitan Area of Asunción.
